Is the girl who survives later kidnapped by the dead girl's mother? That incident occurs in this film, which I'd never expect to identify at a horror film site:
Down Will Come Baby (1999 TV movie)
IMDb synopsis:
Leah Garr (Meredith Baxter) wants to move from Phoenix to take a new job in Denver to help her family~husband Marcus (Tom Amandes) and daughter Robin (Evan Rachel Wood). When Robin goes to camp to give her parents time to sort things out, something unexpected occurs {the drowning that matches your description}. On Robin's return from camp, she finds out her mother is taking the new job in Denver, only returning each weekend to visit. During this turmoil in the young girl's life, a woman named Dorothy (Diana Scarwid) befriends her, moving into the same apartment complex and spending a lot of time with her and her father. Leah is concerned about this because she does not know very much about Dorothy or her intentions. It soon becomes clear that Dorothy is after much more than friendship with the Garr family.

This thriller airs on Lifetime Movie Network from time to time, along with others that are worth a look: "The Marsh", "Disappearance", and "First Born" (2007).

Of course, there probably are many films with that scenario, and my suggestion might be far from what you're looking for.
