not a horror but would apreciate help

it was some sort of teeie 80s film and i can remember afew scenes
1 the opening credits had a guy riding a motorbike
2 there where two gangs in it, each gang had one set of twins on male one female, one of them got his balls hit off a pipe sticking out of the ground by the girl twin.
3 a girls brother is chased up a fire escape on a apartment building by two male twins.
4 i think there was a small skinny guy in a leather jacket with a flick knife and blonde hair was the leader of one gang and ran away at the end.
5 there was somesort of stage in it and a bbig guy came thru and smashed the hi fi.
6 there was a big Blimp with the mayor i think at the end it burst and fell down

I couldn't say for certain but it 'sounds' like Streets Of Fire, with Willem Defoe and Michale Pare. Although I don't recall twins or anyone getting denutted on a pipe. But otherwise it matches the description.

it is somewhat similar but this movie was more comical i think it was a cult movie, it had comic like credits at the beginning while this guy was riding his motorbike. i remember the female lead had short blonde hair.
