Movie Name?

Does anybody know the title of a B-Horror movie from the late 80's/early 90's that was about
a supernatural killer in Alcatraz or similar prison? It was part of the Wes Craven "Shocker" genre.
It started pretty much the same way as "Shocker"- where a guy gets electrocuted in the beginnning
and then starts to terrorize people in the prison. In the subplot, there is a film crew making a prison
movie at the same time - I think they get killed also.

The film crew thing throws me. Otherwise, I'd say the film is PRISON. I wrote a review of it here:
