Hope someone out there can help me ID this movie - I apologise in advance for my vagueness, I only caught some of the last part and vowed to remember it so I could rewatch it - guess what happened!
This was on UK TV about three year ago and as far as I can tell it has never been repeated.
This was a made-for-TV, two part movie.
Setting was a small US town (possibly coastal/fishing town). One of the main leads was the sherrif. Essentially a stranger comes to town and...strange things start happening.
The upshot of it is he is the devil (or some incarnation of him) and he has come to the town to renegociate an agreement he had with the townspeople hundreds of years ago that he would not kill them all (or even worse) for the price of some of their children. One of the final scenes was of him presenting this offer to the townspeople in their town hall.
